Look into Tiger Airways and Airasia flights into Macau. It’s cheap enough to make it well worth paying for the ferry to get from Macau to Hong Kong.

Philippine Airlines has this new travel class called “econolight”, which is really indeed affordable, but there are few drawbacks: only maximum of 8 days stay for regional flights (within Asia), only 15 kgs of baggage allowance (normally it’s 20 kg for Mabuhay/Economy class), and no foods served. So it’s basically like PAL’s low-cost carrier travel class.
Read more about the econolight class here:

Or, as the other answerer said, you could try going to Hong Kong via Macau. From Macau, Hong Kong is just about 1 hour ferry ride away.

Cebu pacific still has the lowest rates. But if you need a place to stay, I suggest looking into packages with your travel agent. Hotels are a bit pricey here in HK and so far going with a package is a way to get cheap rates for both transpo and accommodations
